"The law in relation to water courses is becoming daily of increased importance, and Mr. Angell, in his work, has commendably discussed the subject. Local legislation has altered, in many of the states, the common law relative to water courses, but this does not preclude the necessity in many cases of resorting to well settled principles in order to expound these legislative acts.
